 Public administration is government in action . Discuss the validity of this statement.

Public administration is the implementation of government policy and also an academic discipline that studies this implementation and prepares civil servants for working in the public service.

Broadly speaking, Public Administration embraces all the activities of the government. Hence as an activity the scope of public administration is no less than the scope of state activity. In the modern welfare state people expect many things – a wide variety of services and protection from the government. In this context public administration provides a number of welfare and social security services to the people. Besides, it has to manage government owned industries and regulate private industries. Public administration covers every area and activity within the ambit public policy. Thus, the scope of public administration is very wide in modern state.

Yes ,public administration is government in action. Public administration depends on government. Government has the function for public administration. Its responsibility is to build a road by creating the environment which is beneficial to national economic development and increasing people’s income, ensuring that everybody has opportunity. The government should offer people opportunities fairly. As for everybody in the society, only when opportunities are offered equally can we have equality. A harmonious society should provide opportunities for everyone in the society and let them participate and share them. Of course, because of people’s different history, family culture and individual background, their ability and degree are quite different. But in the government’s view, fair, equal opportunities should be given to everybody so that they can participate in the economic development. Besides, everyone in the society should have the opportunity to enjoy and share the fruit of social and economic development. So a basic condition for a harmonious society is to create various opportunities for everyone to develop and share the fruit of its achievement. Only through public administration can everyone have such fair opportunity and realize its benefits. Thus the whole society can get along well between people and the society, speeding up the pace for developing co-ordinately. Hence public administration  is government in action. It is concerned about it societal well being

Also public administration is government in action because draws up public policy and optimizing public service. In forming the harmonious society, the important effect of the public policy is undoubted. I think that the analysis should be made in the two following aspects: First, seen against the large background of the whole society, multivariate interest groups have formed in China so far. And faced with a same policy, different interest groups and people of all ranks differ from each other in terms of interest inclination and value tendency. So when making decisions in public policy, it should be thought over how different interest groups are allowed to join in the process of working out policies and to express their wishes and demands. In other words, the process of drawing up the public policy and carrying it out is in reality the process of mixing together the rights and interests of different interest groups.

Public administration is also government in action because it is  has a special status in the developing countries. Many of these countries, after independence from the colonial rule have stressed upon speedy socio – economic development. Obviously, these countries have to rely on government for speedy development. The latter requires a public administration to be organized and effectively operated for increasing productivity quickly. Likewise, social welfare activities have to be effectively executed. These aspects have given birth to the new sub-discipline of development administration. The emergence of development administration is indicative of a felt need for a body of knowledge about how to study the third world administration and at the same time to bring about speedy socio-economic development with
government’s intervention. Development administration has therefore, emerged as a sub-discipline to serve the cause of development.

According to Woodrow Wilson: “Administration is the most obvious part of government; it is government in action, it is the executive, the operative and the most visible side of the government.

 Public administration is a major force for bringing stability in society. It has been observed that though government often changes, but violent change is seldom experienced by administration. An element of continuity between the old and the new orders is provided by public administration. It does not hold true only of constitutional changes of government in democratic countries, but is also reflected when there are revolutionary changes in the form and character of government. Hence public administration is government is action.

Also  Public administration is government in action because it acts as an instrument to change and economic development .Public administration’s role as a change agent is particularly crucial in developing nations. It is expected of the state at present to work for accelerating socio-economic change and not to be a passive agency to maintain the status quo

Many governments establish guidelines to help ensure that public information officers deliver factual, non-partisan information befitting a civil servant’s role in the administration. Yet governments also provide a place for specialists who engage in the political interpretation of government policy. These individuals typically carry the title of “spokesperson” or “press attaché”.6 They speak for the person rather than for the institution. Spokespersons working for the highest ranking officials frequently find themselves in the limelight, occasionally even becoming the subject of newspaper articles and commentary.

PAM is government in action because if provides numerous services to the public and serves their interests in many ways. As explained by Felix A Negro, the real core of administration is the basic service which is performed for the public. It is the administration which ensures the security and protection of life and property of the members of the society by maintaining proper law and order.

The economical, cultural and even spiritual progress for that matter; of a society depends on the public administration. The day to day functioning of the Government machinery, external affairs and the most important of all, the national defence are the other important functions performed by the public administration of the country.

 Public administration, as witnessed holds a place of significance in the lives of people. It touches them at every step. For most of their needs, the citizens depend upon public administration. In view of the important role of public administration in the lives of people, the citizens of a country cannot ignore. Therefore, its teaching should become a part of the curriculum of educational institutions. People must get to know about the structure of government, the activities it undertakes and the manner in which these are actually performed. The study of public administration will contribute to the realization of the values of citizenship. Hence , the fact that PAM is government is proving to be realistic .

Public administration is government in action because it emergence of welfare and democratic state. Emergence of welfare and democratic state has led to an increase in the activities of public administration compared to that of the laissez-faire state. The state has to now serve all sections of people in the society. This amount to enhanced responsibilities of public administration. Public administration is also to regulate and control private economic enterprises to meet the objectives of the state. That is .public administration is government in action

Public administration is also government in action because it  acts as a technical character to its society .The present day government is expected to provide various services to its population. The increase in the number of functions undertaken by the government require highly specialized, professional and technical, services. Modern public administration usually represents a galaxy of all of a nation’s occupations.

Also public administration fully government in action because the government today has to work towards the public interest for example providing health centres which are affordable. The first and foremost objective of public administration is to efficiently deliver public services. In this context, Wilsonian definition of the subject as efficiency promoting and pragmatic field was the first explicitly articulated statement on the importance of a separate discipline of public administration.

Public administration is government in action because it also focuses or involved in decision making of the state or government.  Strategic decision-making, the preparation of conceptions and programmes, regulatory activities, quasi-judicial decision-making, operative management, coordination, controlling processes and so on. form the cross-sectoral functions which are contained to a certain extent in the activities of all administrative bodies or which are concentrated at certain levels or in special bodies in charge of these tasks. (The issues of administrative processes, the consequences of underestimating the management of public administration, deficiencies in the field of decision-making.

PAM (public administration) is government in action because it capable of being efficient and inexpensive, and making people feel convenient when managing public affairs. The basic function of the public administration is to strengthen the construction and management of the society, and constantly improve the management level of social public affairs. Excellent order of management is the important mark of building a harmonious society, and the major responsibility of public administration.

Working out the public policy is just to epitomize the basic value tendency in forming a harmonious society, and a direct method of realizing the values of a harmonious society.

Though PAM work more deeply in government. Public administration also solve problems within non-government organisations in other countries like China. Public administration can solve the nature of non-government organization issues. Social organization is a bridge between people, man and society and it is the basic unit in the whole society. The social organization is the one which consists of people with same goal. Social organization has the difference between formal and informal one. As the “Third Department” of 4 informal organization, the non-government and non-profit-making group or organization is a very important change in the turning period in the government.
